Job Description
The Vancouver Economic Commission (VEC) is the agency responsible for economic development for the City of Vancouver. The VEC works to position Vancouver as a globally recognised city for innovative, creative and sustainable business. The Digital Entertainment and Interactive sector (including film & television) is an important focus area for the VEC and its strategic approach to developing the local economy. This economic sector continues to experience significant growth and Vancouver is uniquely qualified to exploit its competitive advantages as a major and comprehensive film industry hub. With this economic opportunity in mind, a new role of Vancouver Film Commissioner is being created to ensure that Vancouver strengthens its leadership position and secures more industry growth in the future.

Position Responsibilities:

The purpose of the new Vancouver Film Commission is to attract film & TV production, co-production and post-production to Vancouver to further strengthen Vancouver’s reputation and position as a global leader in this industry. Additionally, a strengthened DE&I sector will accrue locally-realized economic benefits that come from this activity including local employment, investment, innovation and raising the profile of Vancouver on the global stage. This should include the industry’s entire supply chain including education, small-business and professional services. Visual effects, animation and virtual reality are included in this ecosystem. Also important to the VEC is to drive digital entertainment finance and the cultivation of locally-owned intellectual property (IP).

Reporting to the CEO, the Vancouver Film Commissioner will be responsible for establishing and implementing the strategy and plan of the Vancouver Film Commission while working closely with VEC staff and industry stakeholders. The Vancouver Film Commissioner and support staff will be responsible for working collaboratively with industry stakeholders to achieve the key goals for the sector by developing and implementing the following core services: Business Development; Communications, Marketing & Promotion; Strategic Planning; Industry & Government Liaison; and Management, Evaluation and Reporting.


• Minimum 10 years of experience in promotion, marketing, and/or working production experience in the industry.

• Minimum of 5 years in a managerial role in the industry, having oversight of staff, budget, operations and strategy.

• Active working relationships with production decision-makers in major hubs such as LA, New York, London and Shanghai.

• Possesses critical knowledge as to how film & TV projects are financed.

• Possesses an understanding of technical and organizational aspects of film and TV production, including skills associated with directing, producing and line producing for various types of programming.

• Has a demonstrated track record with the development and/or production of motion picture and/or television productions.

• Demonstrates a strong knowledge of the City of Vancouver, its surrounding municipalities and the Province of BC.

• Demonstrates a working knowledge of and aptitude towards working within a publicly-funded agency and the development and implementation of public policy as it relates to this sector.

• Experience and demonstrated skills in advocacy to other levels of government including policy and service delivery.

• University degree or equivalent to graduation from a four-year college or university with major coursework in a related field such as film, theater, digital media, or other entertainment.
